If you have to uninstall an ENB graphics mod, all you have to do is delete d3d9.dll. =) This removes actual game graphics (Yes, you can see cutscenes, but not actual game graphics. Only HUD appears), so it's important file for the game. Tried that already. Not for me. All it did for me is remove ENB, since all of the graphics are normal again.
OK, Grand Theft Auto IV has a benchmarking tool incorporated into the game which you can run and this will make the game find the best results based on your hardware and driver options. Talking of drivers, the first thing you should do is update your video card driver so the latest is installed and then check the game out.
